Spencer Township Park is a short 9 hole par 3 course. It's built around a picnic/play ground area that looks like it could be an issue but it really doesn't come into play except on hole 9 if you grip lock your throw you could end up on the basketball court.
The course is mostly open with no real big problem areas. There are no real T pads, just grass area marked with a 4x4 post with numbers on them. The course is a little hard to navigate but easy enough to figure out. You can play the entire course with just a putter.
In summary it's a good course to do a putter round and get new throwers involved. Personally I use it to practice my forehand and approach shots.
