I don't think so. I'd be willing to bet $$ that he released the disc before his foot rotated over the line. I've got a bunch of stop-motion fotography of me doing the same thing.

to me it looks like his heel is planted firmly before the line and his toes have not made contact past the line before he released the disc which seems to be at least 10 feet in front of him. i say this because you can see his foot shadow doesn't blend to the ground. it falls below and to the left of the sole of his shoe. id say its fare game. just my opinion.
