Skins like a form of match play where the players are essentially betting a dollar (or some other amount) on each hole, if one player wins the hole outright they win four dollars, but more than one person gets the best score on the hole then no one wins and the four dollars (a skin) is pushed to the next hole, they build up until someone outright wins the hole in which case they get all of the skins/money that has built up... it's badass and fun
