Let's also reflect on the Spring of last year when Indy got nearly a foot of snow and there was ZERO snow @ The Glen :-) *knock on wood

Per PDGA you are allowed to use ribbon or chalk to help locate discs in the event of snow accumulation. I've never used chalk personally but have ribbons, very important as with glow tape to apply ahead of time to clean, dry discs. Chalk wise I think contractor snap line chalk is your best best if you're in to that sort of thing.
