Is the use of a mulligan one shot for one player or one shot for each player?
mulligans are purchased "per player". You get 2 mulligans, both for your use only. if your partner wants mulligans, they must purchase them for themselves. No sharing mulligans.

How do you change your teatime???
When your on the tournament page, click on [Players] at the top. It should say "My Registration" or "Your registered for this event" and there are two buttons below it that say [EDIT] and [WITHDRAW]. Click edit and you can make changes.

Is hole 8 for red pads played to the longer basket or shorter basket? And is it a par 3 still if it’s played to the longer basket?

A doubles team with about a 830 PDGA rating should play in which pool? C?
For this event, it's really about the tee pad you and your partner are most comfortable playing, since each pool plays a different pad.

Hi. What constitutes a A and B player and a general player? What PDGA ratings would play in those divisions?

You are quick! I hadn't finished filling out the "About" Section when this came through. But A Pool will be white pads. and B pool will be red pads.
General is gone, shouldn't have been a registration option to begin with.
Pool Pad assignments have changed since my last response. A- Blue pads, B- White pads, C- Red pads
