Will the tournament be PDGA Official/Rated?

Definitely not with the stroke bonuses added in. Plus we will be working on 7 of 18 teepads. This is an attempt to incentivize people to come help on the course work. The more bodies we get, the faster it gets done without burning the workhorse folks out.
