Yes, if your do not have a rating you can play whatever of the non age protected divisions you would like. If you are not a PDGA member you can still play, there is a $10 non member fee.
But, if you want to get a rating, you need to be a PDGA member at the time you play a sanctioned tournament. It can take from 2-6 weeks for your rating to show up on the PDGA website. The reason being that they update once every month or so and the "cut-off" is usually a couple weeks before they publish the new ratings.
