The parks have governmental immunity and therefore no liability if you hurt yourself. The parks know this. Threatening parks is a poor strategy. We are damn lucky they tolerate the vandalism, littering and overt legal violations they see so often. Any course could be pulled out in an hour.
Thanks for the reply Mark. Rest assured that the email I sent was in no way threatening in any shape or form - in fact I went out of my way to be as polite and professional as possible.
