More rules and restrictions will not make people play a larger field of different taggers, it will make people not want the hassle. I speak for myself when I say I play when I can play, which is never as much as I would like to. I have a very busy life with my family and job. This usually allows me one league night and one friend night a week, unless I can work a deal with the old lady. I also carry my discs with me while I work so I can play durring the day, which I do alone or with whoever I happen to meet at whatever course I happen to be playing on my lunch break. I have only been back playing this sport for about a year, but I have met quite a few local players, and everyone has been extremely friendly and supportive, willing to give helpful advice and tips. I have met a lot of great people and have been made to feel welcome in an already established community. The one thing I have learned about this great group of people is that they care more about having fun then some number on a tag. Once you try and impose restrictions and complicated rules you risk eliminating the fun.
