frdga get a certain # of berths to give away. the type of tournament doesnt matter.

you can earn them through summer leagues without ever playing a tournament.

Each club gets a # of State berths to give out each yr. How they are 'won' is up to the club/ league. Bids have NEVER been exclusive to sanctioned events only.
