Since you make the cards in advance, all you need to do is save the cards of the cashless pre-reg no-shows, and then ban THEM from future cashless pre-reg.
For 50 cents per tournament [the cost of an envelope and stamp] you could send the banned player's cards to me and I'll keep and post the BANNED list on every JBPS Discgolfscene thread!

so the new qualifying rule totally just screwed this qualifying event over? that doesn't seem very fair at all. 940 rated players can just buy in for an extra 15 bucks now and now am-nats is almost full, taking away the top 15-20% chance of qualifying down to just the top 2 spots? sweeeet...
