My guess would be it belongs to Cap City since most likely there isn't a memo of understanding on file and therefore could be considered theft. In addition to work on any tree the city owns requires a permit and I doubt Zac got one of those.

Only a Cap City Club Member would say "course improvements" = "theft"! I get Cap City does nothing to improve courses they play on but don't try and put people down for doing more than you ever will!
The "mando throw" to the right basket position is WAY more of a blind shot than the no mando shot anyways... if no one was mowing the grass (as in the past) I get the reason for a mando with 5 feet high grass. But the fairway will be mowed going forward so...
For discussion sake though... if 2's mando is for "safety issues" then why does 11 not have a similar Mando? When the basket is left discs cross the same path as 2's mando attempts to avoid. Not the same "safety issue" there?

The Mando is a part of the course and the sign should be replaced ASAP.

I like the Mando and think a course like Woods could use more Mandos. Would like to see it made tougher since its short. Just my opinion Z-man

Why is there no mando on 17 ( it's coming ;-) )? I throw at 9s basket all day long on it. No safety issue there? Lol
