Handicap calculations

On 2 JUL, it was determined that a player's handicap cannot go under '0'. They become a "scratch" golfer.

By majority vote, it was ruled that handicaps can go up. This is consistent with how we've been calculating them all season.

To summarize:

- A player's handicap is calculated after that player has played 3 rounds. Until a player gets a handicap, their handicap is '0'.
- The last three rounds the player has played are used in the handicap calculation.
- Handicaps are calculated using the formula: (Average of last 3 rounds played) X 0.85 (85%) rounded to the nearest whole number.
- No handicaps below '0'.
- Handicaps can go up or down based on the last three rounds the player played.
- A maximum score of +25 is used when a player's score for one round is greater than +25. i.e. If a player shoots +30, only +25 is used for that round when calculating handicaps.
