Why do 867 and 890 rated players sign up in Rec?

Probably because the PDGA allows them to. Ratings cap for the Recreational Division is 900.

Good to know. I guess Rec isn't for beginners anymore.

The Tec division will be playing a shortened course so I still would say it is anyone game at that point.
