We actually have put a lot of thought into shovels out on the course. The consensus is that is doesn't make financial sense to put one on every hole, since they would only be used a few times in the winter by just the die-hards that go out there to play. I think there is a reason no course (that I know of) has done shovels at every hole. If you are going to play in the snow, come prepared with a shovel for your group.
Additionally, the brooms will actually be nice for clearing the teepads of light snow, and the snow tracked on to the pads from boots.
