Found discs that have no information or numbers on them are hard to consider stolen in the first place. Lets say throw shop rented out discs, and one of those were found and kept then yes definitely stolen. But something purchased somewhere else and brought there and lost, no. I'm sure most people return or make efforts to return found discs with info, but it will never be a complete success. Unlabeled discs in my opinion are fair game. Someone wants to throw over a hazard, or in the woods without info on the disc then they pay the price. Also seems like a certain amount of business is lost by throw shop to this practice of returning unmarked discs. Its great what your trying to do but it will never happen until you fence in that pond. Yes you have a solution for now but it wouldn't hurt to try and figure out a better one. Hitler had a solution too, doesn't mean its the right one.
