I made a couple of calls to Parks and Rec yesterday. I talked to a lady and she took my message. This morning I received a call from P&R Maintenance Dept. I explained the situation of us not rushing them to put the baskets in but rather how we're trying to be proactive and at least get the poles put into the ground before it freezes. He said they're not going to even do that because the ground isn't frozen and they don't want people walking on the new grass (I haven't walked the course yet so I'm not sure where this new grass is. I have ideas but that's it.) However, he told me not to worry because they have options as far as how to deal with the frozen sleeves. 1) They have a hot water power washer that could to the trick. And 2) they have a 2 foot drill that would help extract the ice from the sleeves. This makes me feel better and I hope it does you too. I know our ultimate goal is to have those bad boys in the ground but all we can really do now is hurry up and wait. He didn't give me a time frame as it lies on Mother Natures hands. I'm gonna suggest we keep the course in the "easier" looks for the duration of the winter.

My vote goes for: A, A, A, B, B, A, A, B, A. It is Westchester so there's not a hard look on the course. Let me know what you think... before the ground freezes, haha!
